Jira rewards teams that run real agile ceremonies and punishes those that configure first and think later: workflow sprawl is a genuine disease, and non technical departments often find the vocabulary alien. Performance on the cloud has improved measurably in recent years and the automation engine saves real admin time once learned. For an SA software team of any seriousness the question is rarely whether Jira, but how much Jira, and the free tier makes starting small painless.
